Archival Documents Disclosure Agenda of the Former Communist Intelligence Service Is Submitted to Another Institution

The Office for Foreign Relations and Information ceases to be one of the institutions disclosing archival documents originating from security forces of former communist Czechoslovakia to public. All agenda connected with the disclosure of these archival documents is as of 1. February 2008 transferred to the Institute for Totalitarian Regimes Studies.

Archival documents originating from former communist intelligence service administered by ÚZSI so far were in compliance with the relevant law submitted to the Archive of Security Forces that is closely connected to the activity of the Institute for Totalitarian Regimes Studies. Altogether almost thirteen and a half thousand files were handed over, for example files concerning observed objects or files concerning the communication between the headquarters of communist intelligence service in Prague and intelligence groups abroad. More than seven thousand files of secret co-operators were also handed over. Among the submitted materials were not only files, but also databases, filing cabinets, file documentation, administrative aids or personnel materials. Nearly five per cent of the overall volume of archival documents resulting from the activities of communist intelligence service further remain within the administration of ÚZSI.

The reason is the protection of important security, foreign policy interests or economic interests of the Czech Republic clearly formulated in several laws including the law on the basis of which the Institute for Totalitarian Regime Studies was established. The materials that are further pursuant to the decision of the Ministry of Interior subject to secrecy and are within the administration of ÚZSI, contain information that must be protected with regard to interests of the Czech Republic and its current allies and concern sensitive territories or issues. In practice it means the use of the same criteria that are taken into account in relation to similar documents anywhere in the world. However, also in case of these materials it is true that their sensitivity will be continuously assessed and they will be submitted to the Institute for Totalitarian Regimes Studies, if appropriate.

Together with the submission of archival materials ÚZSI also offered its experience and know-how obtained in the course of time when disclosure agenda belonged to its tasks. During the last few years ÚZSI launched several projects that substantially simplified the access of broad public to the studies of former Czechoslovak Socialist Republic repressive forces' documents. Modern research workplace disclosing archival documents in digital form only has been operating in Prague since 2005. During its existence this workplace has made available more than 500 files and thousands of pages of individual documents. Since the half of 2006 this project was complemented by the so-called I-research centre (I-badatelna). Through separate internet presentation it was possible to learn by means of the then documents and accompanying texts the history of former communist intelligence service since the beginning of its existence until its end at the turn of 1989/1990.
